Local authorities are being asked to play an increasingly central role in shaping the future energy system.

With Regional Energy Strategic Plans (RESPs) emerging as an important mechanism for informing future network investment, councils need a clear understanding of their local energy needs.

But local decarbonisation planning isn’t just about feeding into RESP. Whether through a Local Area Energy Plan (LAEP) or lighter touch approaches local planning helps places:
• Build a shared vision for Net Zero
• Identify and prioritise place specific project opportunities
• Better targeted investment and assessment of delivery options
• Strengthen Local Plans and wider strategic objectives
• Prepare the data and insight needed to engage confidently with RESP — where relevant

The Local Net Zero Hubs network – funded by DESNZ – have commissioned the Energy Systems Catapult to produce a guide setting out Local Decarbonisation Planning Approaches — a practical, accessible resource designed to help councils better understand:
• The range of approaches available (from LAEPs to visualisation tools)
• How to choose the right approach based on capacity, priorities and timelines
• How planning can support investment, delivery and strategic place-making
• What information authorities will need for effective engagement with RESP
