Strategic leadership and oversight for the Hub is provided by a Board, led by an independent Chair and made up of representatives of each of the Hub’s partner Combined Authorities, the Department for Energy Security and Net Zero, and advisory members with specific technical and commercial expertise.
The Board meets every two months to oversee Hub delivery, agree strategic priorities and make decisions on resource allocations. Current members of the board are listed below.

Debbie Trebilco
Dr Debbie Trebilco is a scientist who has spent 30 years in private sector business, including eight years in the USA where she was Chief Executive of a global electronic materials company. Since returning to the UK, she has focussed on energy transition and climate change amelioration.
Debbie served on the North Yorkshire Rural Commission and North York Moors NP Trust. She is currently working with the Yorkshire and Humber Climate Commission’s Land, (Water, Food and Farming panel) and also various Community Energy groups. She is a foundation member of Whitby Esk Energy, a community owned Hydroelectric generator on the River Esk, and is accountable for commercial negotiations.
North East Combined Authority
Ross represents the North East Combined Authority on the Hub Board.
Tees Valley Combined Authority
Chris is the Head of Net Zero at Tees Valley Combined Authority, leading on Tees Valley’s support for the industrial cluster, decarbonisation, clean energy, housing retrofit, and innovation.
York and North Yorkshire Combined Authority (Interim)
Lucy leads the Low Carbon & Environment team at the Yorks and North Yorkshire Combined Authority.

West Yorkshire Combined Authority
Noel is the Head of Net Zero and Energy at the West Yorkshire Combined Authority. Noel leads the team working on the development and delivery of programmes and projects that contribute to achieving the West Yorkshire target to be net zero carbon by 2038.
South Yorkshire Combined Authority
Zoe represents the South Yorkshire Combined Authority on the board in her role as Director of Energy and Environment.
Durham University
Maggie leads on stakeholder engagement at the Durham Energy Institute. Prior to this she worked for over 30 years at Durham City Council, establishing one of the first environment and sustainability teams in UK local government.
West Yorkshire Police
Anda is the Sustainability Manager at West Yorkshire Police, where she spearheads the strategic approach to sustainability and carbon reduction. Anda has more than 10 years of experience in climate and energy policy across public, private, and voluntary sectors.
Centre for Energy Equality
Emma is the Partnerships Director at Centre for Energy Equality, leading work across local and central government, community energy and place-based partnerships. She is also the former Chief Executive of Community Energy England, where she played a pivotal role in accelerating the growth of community energy organisations across the country.

Rachael is the Relationship Director - Corporate Banking at HSBC, and brings 20 years of experience in banking in the North East, managing mid-market clients across industrial, manufacturing, engineering and construction sectors. As a qualified Chartered Accountant, she has strong experience in financial analysis, forecasting, investment appraisal and funding risk.
